Place tape measure under your arms around your back and across the centre of your chest.
Waist
Measure around the narrowest point basically just above your naval keeping the tape slightly loose.
Hips
Measure the widest part of your hip. Make sure you keep your feet together when measuring.

Great length so not a bump freezer! Using it to walk the dog in all winter conditions and performing well. Would like to see a draw cord round the waist so you can retain more heat otherwise a robust well made jacket.
